A disabled offer opens the game. An enabled offer sends ordinary traffic to the redirect URL. When Geo is on, a country and language match uses that offer, everyone else opens Else URL, and the Configure filters are skipped.

Shared lists. An app with its own filter enabled ignores them unless Shared list is checked.
General rule
One value per line. These lists can be attached separately on each app. Country and language are set only on the app.
